Fanout drafter C. Refits technical/operational sections (§20, §21, §23, §25) and related-work/Liverpool-acknowledgment (§28) to the v3 spine.
Spine reminder per v3-spine-brief.md: Poietic PBC = infrastructure for reliable hybrid human-AI work in computational/clinical genomics. Reference-resources are the demonstration anchor. Liverpool Hive Mind addresses wet-lab autonomous chemistry; we address the parallel pattern for computational genomics — different domain, different coordination problem, complementary.
