This is a TARGETED fix task: address ONE specific panel criticism by producing a structured fix spec. The assembler will apply all specs deterministically to v3 → v3.1.

This fix (the BIG one)
Criticism (W1, W4, W7 — convergent across all three reviewers): v3 has no specific science deliverable. v2 named a PHR atlas; v3 dropped it without replacement. Authority is borrowed (vg/PGGB prestige used to back claims about WorkGraph). Milestones are vague.
Erik's stated solution: WorkGraph as substrate for Garrison lab's ongoing pangenome work (HPRC, PHR research, unorthodox recombination, CNV-aware methods development) AND for Luca's high-risk research arc as systematically considered direction.

- §17a/b/c/d: weave in 'WorkGraph as substrate for [named ongoing program]' framing. Use named software/papers from D1/D2/D3.
- §19a/b/c: integrate concrete impact via the substrate framing.
- §43-§46: replace vague milestones with named deliverables from D1/D2/D3 (named software release / named paper / named consortium contribution).
- New high-risk arc paragraph: insert per D4's recommendation (likely §17 or §19), 200-300 words, framed as 'systematically considered research direction' without DNA-Diffusion in funded scope.
- Word caps strict — show recount per affected section.
Constraints: This is the largest fix. It MAY require trimming existing v3 prose to make room. Each section's before/after must show word counts. Do NOT exceed any cap.
