Description

Objective

This is the visible acceptance milestone for the WG control-plane course correction. It completes only after the authority audit/freeze, single-attempt-kernel design and implementation, deletion of superseded controllers, and independent unattended fault-matrix proof have all landed. Synthesize their measured before/after results and refuse completion if the program stabilized incidents by adding another authority or indefinite compatibility layer.

Validation

One durable attempt reducer, one exact-owner supervisor, one normalized event input, and one resumable completion transaction are the only remaining authorities.
Superseded lifecycle/convergence/reaper/observer/plumbing compatibility paths identified by the deletion map are actually deleted.
Production authority, subprocess, journal, transition-API, and LOC counts are lower than the frozen baseline.
Repeated installed-binary unattended batches complete with zero operator commands across the full deterministic fault matrix.
Three successive qualifying threshold compactions each recover once, while duplicate events do not duplicate recovery.
The operator report names any residual exception, owner, expiry, and removal task; an indefinite exception blocks completion.
