Description
Reproduce and fix live chat creation/resume failing after daemon restart. hangs while the service runs; creating .chat-4 while stopped succeeds, but service start logs , and hangs. Preserve Pi model routing and existing chat records. Add regression coverage for create while stopped -> service start -> live registered chat, plus bounded IPC failure behavior.\n\n## Validation\n- cargo fmt --check\n- cargo clippy\n- focused tests for chat create/resume and coordinator session registration\n- smoke: create Pi chat with openai-codex:gpt-5.6-sol while stopped, start service, verify it becomes attachable without missing-directory errors
