Description
Implement step 6 of docs/plans/deterministic-convergence-final-cutover.md. Planner effects become the sole authority for chat request-journal reconciliation, opt-in archive confirmation/batches, and service upgrade/state migration. Lost chat IPC responses reconcile by request ID. Archive backlog/new-build changes require digest-pinned operator confirmation. Remove independent correctness-critical daemon timers and mutation decisions for these domains.\n\n## Validation\n- Obsolete daemon/lost response chat creation is idempotent and graph-pinned.\n- Archive disabled is a no-op; opt-in backlog requires exact confirmation and never hides active/evidence-bearing work.\n- Service restart/migration replays the same effect ID.\n- Four crash-boundary tests, candidate chat/archive/restart smokes, fmt/clippy/check pass.
